- 1). Measure the waist of the person who will be wearing the tutu. Cut the elastic two inches smaller than the waist measurement. If the person's waist measures 22 inches, cut a length of elastic that measures 20 inches.
- 2). Measure the length from the waist to where you want the tutu to land. You will want the tutu to go at least to the knee since the longer the tutu is, the more twirly it will be.
- 3). Cut the tulle into strips that are six inches wide and twice the length of the tutu. If you want a tutu that hits at the knee and is 18 inches long, cut the strips so that they measure 36 inches by 6 inches. The number of strips you need to cut depends on how full you want the finished tutu to be and how big the person wearing the tutu is. You will scrunch the tulle up on the elastic so that it is about one or two inches wide.
- 4). Place the elastic in the center of one strip of tulle. Fold the tulle over the elastic and tie the two halves of the strip together, pulling the knot up so that it is underneath the elastic. Repeat until the elastic is covered in tulle strips.
- 5). Pin the ends of the elastic together. Stitch in place and position the tulle so that the seam is covered.
