Transfer of an Automobile Title in Pennsylvania

    • 1). Fill out the buyer's name and address on the reverse side of the seller's certificate of title. List the car's odometer reading at the appropriate place on the title.

    • 2). Take the certificate of title to a notary public along with government-issued photo IDs. Both buyer and seller should print and sign their names at the appropriate places on the title, in the notary's presence.

    • 3). Remove the license plate from the car. It should be returned to the Pennsylvania Department of Transportation by the seller.

    • 4). Satisfy any lien on the car and request the lender to contact the Pennsylvania Department of Transportation to remove the lien.

    • 5). Locate the tag service office nearest to the buyer's residence (see Resources). Request form MV-4ST (this form is not available online).

    • 6). Fill out Form MV-4ST, the application for title transfer. The buyer must sign this form.

    • 7). Prepare a check or money order for $22.50 plus 6 percent of the sales price of the vehicle (for use tax), made out to the Department of Transportation. If you live in Allegheny County or Philadelphia, the use tax is 7 or 8 percent, respectively, of the sales price. Note that these are the fees as of 2010.

    • 8). Go to the appropriate tag service office with the check or money order, Form MV-4ST and the seller's certificate of title. A new title will be issued in the buyer's name a few business days after these items are submitted.
